USAID vehicles not allowed on some USAID-funded bridges

Thanks to Glenna for pointing out this post from an anonymous former USAID employee in Liberia arguing that the World Vision fraud was predictable and preventable. The poster cites a 2006 USAID risk assessment from USAID’s region inspector general of projects funded in Liberia.

The poster notes that the risk assessment suggests USAID audit projects they fund in Liberia. This never happened. The poster also cites this gem from the assessment:

USAID staff were unable to visit the majority of project sites throughout Liberia because of a combination of security restrictions and infrastructure problems. The armored cars that USAID staff were required to use outside of Monrovia were too heavy to pass over bridges, including bridges that were rehabilitated as part of USAID projects!

On a different note, though, I think it’s great that this report is public.
